📍 Checked in at: Coroner: disclosure to an interested person
I chased two unanswered questions from 26 August about which coroner's jurisdiction covered Llandough Hospital in 1983 and where its registers went, and whether a 1990 referral for the other death could be found in the system already searched, asking the office to forward this to the Council's FOI team if needed or treat it as a review request.
I explain I'm reconstructing the documentary record around the BP Properties Ltd v Buckler dispute and Mary Doreen Williams's 1983 death, and ask where historical coroner records for Llandough Hospital from that time are now held.
We clarify that our computer system holds no data on referrals from 1983 or earlier, so we cannot confirm or deny whether either death was ever referred to a coroner, and we suggest Glamorgan Archives may hold paper post-mortem records.
“I am unable to confirm if any referrals were ever received for the late Mary Doreen Williams or the late Mr William Buckler”
We confirm that coroners hold office under the Crown, not as local government officers, and so coroners' records fall outside the Freedom of Information Act 2000 access regime.
“Coroners are not designated as public authorities under the Freedom of Information Act 2000”
We checked our system and found no records for William Buckler or Mary Doreen Williams, and we advise that Cardiff and Vale cases before 2002 should be directed to the Glamorgan Archivist.
“Cardiff and Vale cases prior to 2002 should be with the Glamorgan Archivist”
I accept that coroners fall outside FOI and ask five narrower questions about whether either death was referred to a coroner, where any surviving records sit, and what route exists for an interested family member to get basic facts.
“A confirmation that a death was, or was not, referred to the coroner would itself be useful.”
I thank you for the search result but ask you to clarify whether 'unable to locate any details' means no referral ever happened or just that your current system lacks the record, and I ask which jurisdiction covered Llandough Hospital in March 1983.
“whether the absence of a record in your system excludes, or does not exclude, the historical existence of”
We acknowledge your request and aim to respond within 1-2 working days; if your query relates to a case managed by a Medical Examiner Service, we provide their contact details.
I'm requesting under the Freedom of Information Act any coroner's records on the deaths of William Buckler (1990) and Mary Doreen Williams (1983), asking whether either death was reported, whether a post-mortem or inquest was held, and what documentation survives.
“whether either death was reported to the Coroner, whether a post-mortem or inquest was held”
