We confirm the 11 October decision was an officer assessment of the proposal as submitted, not a formal Committee decision, and say a separate proposal on records management and access to historic planning information could be considered through our normal work programming process, though it would not review individual cases.

“a proposal focusing specifically on the Council's records management arrangements, access to historic planning information, and the handling of requests for such information could represent a broader issue”

I confirm I understand the 11 October reply was an officer assessment, not a Committee decision, and that any new scrutiny topic goes through normal work programming. I now formally propose a county-wide topic titled 'Management of, and public access to, historic planning, land-charges and heritage records', with four scope points covering record transfers since 1996, search practices, request handling, and possible improvements.

“Management of, and public access to, historic planning, land-charges and heritage records”

I accept a Task and Finish review won't revisit one planning decision, but press for a separate county-wide scrutiny topic on how the Council keeps and discloses historic planning and heritage records, citing the still-overdue EIR 00210772 review and missing appendices C, D and E. I ask who took the 11 October decision, which channels apply, and whether a ward member or complaints route could help.

“the internal review of EIR request 00210772, requested on 7 July 2026, still has no outcome, beyond the 40 working days”

I asked Scrutiny to consider a Task and Finish Review of council-held planning, heritage and public-authority records for Great House Farm / Tÿ Mawr, covering the chronology of decisions and any missing or contradictory records, and requested acknowledgement of the process and timescale.

I explain my family's long-running land ownership dispute over Great House Farm, describing a 1974 licence attempt, the 1983 and 1987 land registry decisions, and concerns that our parcel was never properly conveyed or recognised.

“a synthetic parcel appears to have been created, based on enough years of attempts to make our occupancy appear permissive”

We update you on ongoing Llandough Hill drainage problems, including a closed Brook Green footpath, and note we raised the issue at Resources Scrutiny Committee, securing an extra £17,000 for flood risk management, though we think more is needed.

“An extra £17,000 has recently been allocated to flood risk management on Llandough Hill”
